With the Most High Imperial Resolution of May 11, 1869, the formal act was finally completed that turned the library of the State Council into that of the Imperial Council, the people's representation of the Cisleithanian half of the Danube Monarchy.
Emperor Franz Joseph I thus responded to the urgent wish of the deputies, represented by the President of the Imperial Council Moriz von Kaiserfeld, for an adequate, independent supply of information and thus laid the foundation for the 150-year history of the Parliamentary Library, which, as will become apparent, will be closely linked to the development of Austrian democracy, parliamentarism and its administration.

The building, called the Reichsrat building until the end of the monarchy in 1918, now houses the Austrian National Council and Federal Council. It was built according to plans by Theophil Hansen between 1874 and 1883 in Hellenistic forms, richly decorated with sculptures and paintings.
