Since the early 15th century, the Town Hall has stood on Tallinn's most beautiful and largest square, Raekoja Square. From the top of the Town Hall tower, the figure of the city serf "Old Thomas" gazes over the city's rooftops. In the Middle Ages, market traders offered their wares beneath the late-Gothic Town Hall arcades. Inside, the two-aisled Citizens' Hall with painted pillars and the Council Chamber with carved friezes and decorated council benches bear witness to the splendor of the Hanseatic period. In the former Council Prison behind the Town Hall, the small Photography Museum is dedicated to the beginnings of photography in Estonia.
