The Estonian Parliament meets in the Upper Town, and several embassies and consulates are also located here. Even in the Middle Ages, Toompea Hill was home to the religious and political elite, while the merchants' economic power was gathered one floor below in the Lower Town. Today, the Upper Town is primarily a tourist destination, offering not only interesting buildings but also beautiful views of the Old Town, the New Town, the harbor, and Tallinn Bay from several observation terraces.

The Upper Town, also known as Toompea, is one of the oldest parts of the city and is home to some of Tallinn's most significant historical buildings, including Alexander Nevsky Cathedral and the Estonian Parliament.
Toompea is an important part of Tallinn's history and has undergone many changes over the centuries. Today it is a popular stop for tourists interested in Tallinn's history and culture. The narrow, winding streets and colorful historic buildings offer visitors a unique atmosphere to experience.
A highlight of the Upper Town is the Alexander Nevsky Cathedral, which is one of the most important religious buildings in Tallinn. The cathedral is a stunning example of Byzantine architecture and houses an impressive collection of icons and liturgical items.
