Toompea (Upper Town of Tallinn)

In the Upper Town is the seat of Parliament and some embassies.

The Estonian Parliament meets in the Upper Town, and several embassies and consulates are also located here. Even in the Middle Ages, Toompea Hill was home to the religious and political elite, while the merchants' economic power was gathered one floor below in the Lower Town.
