    Nice statue in downtown Tønder.

Until well into the 19th century, the Stadtkag or the pestle occupied a central place in the cityscape of numerous northern European cities. The Kagen was a walled mound where offenders were chained to a Pillar of Shame and flogged by the executioner, losing their civil rights and being forced to leave the city. In the past, it was often quite trivial offenses that led to kagstryg. In 1813 an apprentice shoemaker was arrested in Tønder. As punishment, he was publicly whipped and pilloried for an hour. In this case, however, mercy was given precedence over justice. The sentence was commuted to three days' imprisonment on bread and water, allowing the shoemaker's apprentice to complete his apprenticeship. A different fate befell a young girl who committed a petty theft in 1865. She had to be pilloried and bear the consequences. On the pillory itself, in some cases, was placed a cake man - a carved wooden figure intended to remind citizens to obey the law. Tønder got its last kagmand in 1699. 8 men and 6 horses dragged an oak trunk to the woodcarver, who carved the figure as gottorpsk profos (=soldier who had to carry out minor punishments). It is not known how long the character has been on the pitch. The original figure is the only one preserved in Denmark and is now in Tønder Museum - a precious reminder of how justice was perceived in the past.
