The first town hall at this point was probably built in the 13th century. It burned down partially in 1504. In 1819 the town hall was so dilapidated that it was demolished. The successor building was completed twelve years later. In April 1945, shortly after the US troops marched in, the building was burned down by arson. The city archive was also burned in the process. It was rebuilt by 1952. Inside, a modern building was erected that shows the historical facade on the outside. The market fountain in front of the tower dates from 1693.
The town hall is the link between the upper and lower market.
