The courthouse was built on the site of a former Recollett monastery. Recollets are a suborder of the order of Franciscans or Friars Minor. The monastery was demolished in 1797-1799, after which the vacant space was used to hold a commercial market twice a week.
The courthouse was built from 1836 to 1846, designed by city architect Louis Roelandt (1786-1864) in neoclassical style with Florentine Renaissance elements. The facade of the building is accentuated by a pediment on Corinthian columns.
