The Volksgarten was laid out in 1821-1823 and opened to the public on May 1, 1823. It was not designed as a landscape garden, but planted in regular shapes. The garden theorist Christian Cay Lorenz Hirschfeld had already recommended this form for public gardens. An important reason for this was the police surveillance, which was better possible with straight lines.
