The dam is a rainwater retention basin. This serves to protect the downstream areas. A beautiful hydraulic engineering structure (except for the little house and the rubbish, which the builder cannot do anything about). And useful at that.
Update October 2022: Also wonderful here in autumn. The mowed meadow of the dam with the autumn trees and below you the rushing brook.
But opinions seem to differ on that.

This ugly and high dam is where the beautifully meandering Otterbach flows into the forest.

But what I found a lot worse (than that ugly dam wall) were the many wild garbage dumps that are along the way. Something should be done urgently!
