As early as 1891, the municipality of Meran was looking for ways to build a power station. The valley of the Töll above Merano, which separates the Adige Valley from the Vinschgau, was quickly chosen as the best location because of the slope of the Adige. That is why in 1891 the site of a sawmill at the foot of the Töll was acquired by the municipality.
