    Monumental building in the neoclassical spirit, built for the City of Brussels in 1867, on the plans of arch. Antoine Trappeniers and Henri Beyaert. It is dedicated to André-Napoléon Fontainas (1807-1863), mayor of Brussels who initiated major improvements in the field of public education. Vast building with an arc of a circle plan, located along av. de la Porte de Hal, between r. César Depaepe, on the one hand, and r. Émile Féron and England on the other. It is bordered, in front as in the back, by gardens.

    The majestic facade originally concealed thirty-two two-room apartments, spread over sixteen houses, reserved for teachers retired from schools in the City of Brussels. The building is inspired by English neoclassical architecture and, more particularly, by the principle of crescents, multiple dwellings united behind a single and grandiose facade-screen.

    Dependent on the CPAS of Brussels from 1965, the Cité was bought by the City in 1973 with a view to establishing apartments there. It was transformed, from 1984 to 1986, by the arch. R. Vandendaele. The facades were restored, while the interior was reorganized into eight houses totaling forty-six apartments, a modernization which led in particular to the removal of stairwells.
