In brief:
The Elector of Cologne's governor and judge, Clamor Constantin Münch, had a residence built for himself around 1701. In 1712, Münch purchased a section of the medieval city wall. He had the southern watchtower, the Stephansturm, integrated into the west wing, which was built by 1715. The now three-winged complex enclosed a rectangular courtyard.
