    Spokesman Hof, Maienfeld
    Theophil spokesman von Bernegg
Theophil Sprecher was born in 1850 as the son of Landammann Anton Herkules Sprecher von Bernegg. After high school in Basel and Schiers, he began studying agriculture and forestry at the Tharandt Forestry University, then political science at the University of Leipzig, but dropped out after the death of his father and devoted himself to managing his family's estates in Maienfeld .
In 1871 he was elected to the municipal council of Maienfeld and in 1877 he was mayor. Spokesman was a member of the board of directors of the United Swiss Railways (VSB), a member of the Great Council of Graubünden and in 1881 a member of the board of directors of the Bank für Graubünden. In 1882 he was elected Landammann of the Maienfeld district and a member (later President) of the Unterlandquart district court. Sprecher also became a member and then president of the board of directors of the Rhaetian Railway and a member of the cantonal court in Graubünden. Together with the Catholic corps commander Friedrich Brügger, Sprecher was the reorganizer of the Bündner Tagblatt in 1895 and the leading head of the initially non-denominational Conservative Democratic Party in Graubünden.
His military career was also remarkable, becoming a captain in the General Staff in 1880, Chief of Staff of the VIII Division in 1886 and Colonel in the General Staff in 1891. Then Chief of Staff of the IV Army Corps and in 1897 Commander of the 16th Infantry Brigade. This was followed in 1901 by the position of Colonel Divisional and Commander of the Gotthard Fortifications, in 1902 Commander of the VIII Division and in 1905 Chief of the General Staff Department while retaining the command of the VIII Division. In this office he realized the military organization (MO) in 1907. Sprecher designed the fortification of Switzerland. Spokesman considered the canton of Graubünden to be sufficiently fortified due to the mountains. In the logistics infrastructure, however, he identified the greatest need for action there. His response to this was the promotion of the Rhaetian Railway, which connects the 150 valleys of the canton. In 1909 he was also Chief of the General Staff Department and, as Colonel Corps Commander, Commander of the IV Army Corps. In 1912 he implemented the new troop regulations (TO) for the Swiss Army.
When the First World War broke out, Theophil Sprecher was actually supposed to be a general, but in the course of an intriguing general election he renounced the general's title in favor of Ulrich Wille and took over the position of chief of staff of the army within the army command. A letter from Wille to his wife from November 1914, found in 1987 and found in 1987, caused a sensation (according to Weltwoche of May 28, 1987), in which he accused Sprecher of wanting to go to war against France on Germany’s side – what Wille called an “immature idea”. discarded. This would have been Switzerland's first offensive war since the Battle of Marignano in 1515 (and the breach of the "perpetual" neutrality that followed).
From 1919, after retiring from the army, he campaigned for the preservation of integral armed neutrality and against Switzerland joining the League of Nations.

The Sprecherhof in Maienfeld is better known as the Sprecher House (or Brüggerhaus/Sprecherhaus).
The Sprecher House in Maienfeld is one of the most important town houses in Graubünden and is located directly on Städliplatz. It is distinguished by its rich historical furnishings and a sundial dating back to 1721. It was the former residence of Chief of General Staff Theophil Sprecher von Bernegg (1850-1927) and houses the most important private library in Graubünden.
The property is also home to the over five-hundred-year-old POLA winery owned by the Sprecher family, and offers wine tastings and guided tours.
