The pension insurance for the Palatinate, founded in 1891, was located on the second floor of the former "Hof zum Große Senfgarten" and at Herdstraße 39 in Speyer. The growing range of tasks and increasing personnel requirements led to a lack of space. Therefore, the board decided on 15./16. October 1900 to erect a new administration building.
