Montgelas was a trained lawyer and historian. The focus of his activities was on foreign and domestic policy, but his field of activity included all areas of politics except the military. Influenced by the Enlightenment and the French Revolution and as a declared Bavarian patriot, between 1777 and 1799 he drew up plans for a far-reaching modernization of Bavaria's administration and politics, which he largely implemented as a minister.
