The thick tower is a mighty building

On the door to the Fat Tower there is a brass plaque with a mysterious inscription: Schlaraffia Nauinheimbia (Wettereiba Aurea).
An owl is also watching me here. What kind of mysterious place is this? And why is there no one else standing here wondering about it?
