Both figures seem to be quotes from Greek mythology. On the relationship between Odysseus and Penelope it says in Wikipedia: "Penelope is the wife of Odysseus and the mother of Telemachus. Her parents are Ikarios and Periboia. The name is said to be composed of the Greek words πήνη (pēnē = tissue) and λέπειν (lépein = demolish, peel off). "
Penelope, according to the online encyclopedia, was the pattern of a faithful wife. During the wanderings of her husband, she had tried to comfort the numerous suitors by pretending that they first had to weave a scarf for their father-in-law Laertes. But what she wove during the day, they had split again and again at night. That had gone well for three years, until the servant Melantho betrayed her, and the suitors surprised her at the nocturnal bustle (Odyssey II 93-110, XIX 134-156).
