One of the typical Bismarck towers built throughout Germany, recognizable by the three-quarter columns at the corners.
The tower cannot be climbed (no stairs inside) and now serves as a garbage can space for the attached restaurant. Unfortunately.

The Bismarck Tower of Bad Ems an der Lahn in the Rhein-Lahn district in Rhineland-Palatinate was built in honor of the first German Chancellor, Prince Otto von Bismarck (1815–1898). The tower, designed by the architect Wilhelm Kreis (1873–1955), stands to the east of the city center on Bismarckhöhe, is twelve and a half meters high and was inaugurated in 1901. de.wikipedia.org/wiki/Bismarckturm_(Bad_Ems)
