The Villa Berger was built in 1839 by the steel entrepreneur Carl Ludwig Berger. In 1879, the building was extended by Louis Constanz Berger, the son of the owner, with an annex at the back. A later annex was removed. The villa remained in the private ownership of the Berger family until it was purchased by the city of Witten in 1961. It has been a listed building since 1984. It housed the Witten Local History Museum until 2005, the city archives from 2006 to 2010 and since then the administration of the Witten Cultural Forum.

The villa with its rectangular floor plan is located with its western main facade directly on Ruhrstrasse, the north side borders on Husemannstrasse. The 16.5 m wide and 10 m high main facade is symmetrical and clearly structured with two windows on the right and left and the portal in the middle. Above the two main floors there is a mezzanine floor with six smaller, also symmetrically arranged windows.
