The Archbishop of Cologne, Friedrich von Saarwerden, had the customs tower built in 1388.

The building of the Rhine Tower is directly adjacent to the customs house and the Chapel of the Holy Trinity. The mighty Rhine Tower also served as a customs tower. Customs were collected and administered there and in the adjacent customs house. The customs house was owned by the Cologne Cathedral Chapter for over 400 years. From March 1855 it was a Franciscan monastery and later it was inhabited by Vincentians. The adjacent Chapel of the Holy Trinity was also built by Franciscans in 1860. The chapel was accessible from the customs house/monastery via the gate superstructure regardless of the weather.
