The sports hall, inaugurated in July 2002, offers 5,250 m² of space for various sports and competitions. The hall has two levels, resulting in a total area of 8,111 m². It offers a total of 2,000 seats, including 900 in the exit stands and up to 1,146 standing places.

The hall is used by sports clubs and for school sports. The Chemnitz Niners basketball team played there from 2002 onwards and moved to the larger 5,200-seat Chemnitz Arena for the 2019/20 season.

The building is closely linked to the city's industrial history. Richard Hartmann was one of Chemnitz's most important industrialists (1809–1878). In 1848, his company produced the first steam locomotive, earning him the reputation of being the "Saxon Locomotive King."

The building was built around 1860. Since the factory was integrated into a vast conglomerate of buildings belonging to the Hartmannwerke (later the Sächsische Maschinenfabrik), a more precise dating is difficult. Along with the administration building (today's police headquarters), the Hartmannfabrik is the only remaining building of the former Hartmannwerke. The Sächsische Maschinenfabriken / Richard Hartmann AG existed until 1930. The hall has been unused since at least 1990 and has fallen into disrepair.
