The monument, commissioned by the Estates and designed by Johannes Takanen and Walter Runeberg, was unveiled in April 1894. The main figure of the statue represents the Grand Duke of Finland Alexander II giving a speech at the Finnish Riksdag he had convened in 1863.
Alexander II is remembered as the "liberator emperor", in contrast to Tsar Nicholas II (grandson of Alexander II), who wanted to Russify Funnland.

Alexander II, Tsar of Russia and Grand Duke of Finland, inspired confidence in his Finnish subjects. After his assassination in 1881, a competition for a monument was organized in 1884.
