Telefunken was commissioned to provide the technical equipment. The special conductivity of the Westermoor played an important role in the choice of location. The permanently moist soil enables the good grounding required for the radiation of long waves, and the long waves can also spread optimally due to the flat terrain structure. To establish a transmission connection to submerged submarines, a low transmission frequency and a high radiated transmission power are required. In 2007, more than 50 soldiers and technicians as well as almost 40 civilian employees worked at the facility.
