The fountain is composed of an upper spout in the shape of a conch, located on a cup that in turn rests on a column in the shape of a palm tree covered in leaves. At their feet, four children riding on dolphins from whose mouths emerges water, which then falls into the lower glass. Four other fountains represent two frogs and two tortoiseshells, which have given it its popular name. The fountain is surrounded by a small flower bed with seasonal flowers and a boxwood hedge.
