Assuming that the 51st parallel roughly bisects Germany in a north-south direction and the 10th longitude roughly bisects Germany in a west-east direction, this confluence point can certainly be seen as the center of Germany. The information board nearby points this out, as well as the fact that the confluence point is 43 meters away in the field.
