Gustav Platzhoff was born on May 19, 1821 in Elberfeld and was a great-grandson of J.P. Bemberg, who had founded a wine shop in 1792, which later became a dye trade and then a Turkish red dyeing factory. In 1865 the company, of which Platzhoff was a partner, moved to the Oehde in Heckinghausen, as there was more space there. In addition to his work, Platzhoff was involved as a city councilor (1853–1861), alderman (1864–1878) and as the first chairman of the Elberfeld Beautification Association (1870–1881). In addition, he was a representative of the Reformed community in Elberfeld for twenty years. From 1881 he was honorary chairman of the EVV. On August 23, 1880, he received the Order of the Crown, IV class, and Platzhoffstrasse, laid out in 1860, still bears his name to this day. He died in Elberfeld on October 7, 1887.

It was July 24, 1910, when the Elberfeld Beautification Association on Nützenberg inaugurated a memorial for its first and later honorary chairman Gustav Platzhoff at the upper end of Sadowastraße. In the presence of members of the Platzhoff-de Weerth family, the alderman Schoenefelder as a representative of the Lord Mayor Funck and members of the association, the chairman Baron August von der Heydt spoke about the merits of the honoree to the beautification association and in particular to the facility on the Nützenberg, the this was made possible by donating the forest property and donating money.

Here a water reservoir in the form of a 700 m long tunnel has been driven into the mountain

Between the highest point of Sadowastrasse and Weyerbuschweg in the east, a 700-meter-long tunnel was driven into the Nützenberg between 1877 and 1879 as the end point of the long-distance water pipeline coming from Benrath. Its end point on Sadowastrasse is representatively designed as a portal with spacious, side staircases and adorned with garden elements. Above it is a terrace, in front of it is the monument in memory of the first chairwoman of the Elberfeld Beautification Association.
