    As early as Roman times, the course of the Hill River – from the Weser estuary to its source – served as part of the dividing line between the administrative territories of Cologne (Civitas Coloniensis) and Tongeren (Civitas Tungriensis).

    From 1816 onward, a national border also crossed the High Fens plateau: initially between the Netherlands and Prussia, from 1830 between Belgium and Prussia, and finally from 1870 between Belgium and Germany. This border ran south from Eupen, following the course of the Hill to its source, then continued towards Baraque Michel, and subsequently followed a so-called "New Vequée" to the vicinity of Hockai.
