The park was laid out in 1856 by the newspaper publisher Hermann Killisch von Horn, initially as a private garden in the Italian Renaissance style and later expanded and enlarged according to the English model. After 1864, the magnificent entrance portal on today's Wilhelm-Kuhr-Strasse, which is one of Pankow's landmarks, was built. After the death of the founder, the municipality of Pankow bought the property in 1907 and transformed it into a public park, the Bürgerpark.

The three-part entrance gate on Wilhelm-Kuhr-Strasse is an important landmark in Pankow today. The ornate entrance gate in the style of the neo-renaissance adorned the "Killisch von Horn Park" which was once privately owned. In 1856 the founder of the Berliner Börsen-Zeitung, Hermann Killisch von Horn, acquired the area of today's Bürgerpark on the Panke, a former paper mill from 1800 and created a representative property here. As a lover of garden art, he designed the extensive park landscape, which was expanded from 2.5 hectares to over 10 hectares. In 1907, on the initiative of Pankow's mayor Wilhelm Kuhr, the municipality of Pankow acquired the Killisch von Horn Park for 1,450,000 marks (equivalent to around 8.83 million euros today) and renamed it Bürgerpark. The magnificent entrance gate survived the eventful times and was completely renovated in 2006/2007 and completed for the 100th anniversary of the Bürgerpark.
