The Catholic mission parish in Merseburg was founded in 1860. The church building was completed in 1868, but could only be consecrated four years after its completion on July 22, 1872 by Paderborn Bishop Konrad Martin. The patronage of Saint Norbert comes from the historical affiliation of the Merseburg diocese with the Archdiocese of Magdeburg, of which Norbert von Xanten was archbishop in the 12th century. A Norbert relic is kept in the crypt of the Merseburg Church, which was donated to the church by the Prague Premonstratensian Monastery.

Despite the narrowness of the building site, the church is built in an east-west orientation.
The figure of St. Norbert can be found above the west entrance, and there is another large statue in the northeast corner. This is supposed to represent St. John, who is the patron saint of the diocese of Merseburg.
