The history of the park began in 1828, when coffeehouse operator Bartholomeo Festorazzi acquired the northern part of the current site. In April 1829, he opened the remodeled grounds as part of a folk festival for the public, in the presence of Emperor Franz I. After the death Festorazzis the festival operation was continued by his widow, but had to be supported with subsidies.

The operation was so unprofitable that it was closed in 1852. The site was sold and should accommodate a hospital. In 1857, however, the coffee house was renovated and reopened as the "Municipal Volksgartensalon". One year later, the site was sold to the city of Linz. In 1877, the southern part of the site was acquired and annexed by the former state railways. Later, the site changed from a folk festival to a city park (Volksgarten).
