After political disputes about the location, 2 architectural competitions and a referendum in 2000, which showed a clear rejection, construction was delayed by years. In 2003, after renewed efforts by the "Freunde des Musiktheater" association, which was founded in 1984, the Upper Austrian state parliament made a decision in principle to build it.
