Villingen-Schwenningen is a city in the southwest of Baden-Württemberg. With 86,000 inhabitants, the Baden-Württemberg twin city, which emerged from the municipal reform in 1972, is a major center and university location as well as the district town and largest city in the Schwarzwald-Baar district. It is also the administrative seat of the Schwarzwald-Baar-Heuberg region.

The Villingen district was an independent imperial city in the Holy Roman Empire from 1218 to 1283 and has had the imperial eagle as its coat of arms ever since. This was incorporated as a heraldic element into the twin city's current coat of arms.
