To make up for the lack of labor during the war, Japan forced many Koreans to work in Japan through forced labor or compulsory military service. At the end of the war, about three million Koreans lived in Japan, and it is estimated that tens of thousands of them fell victim to the atomic bomb in Hiroshima.Standing on a turtle-shaped pedestal, the monument bears the inscription: "The souls of the dead ride into the sky on the back of the turtles."
