The upper level is a district of Papenburg, whose landmark is the 1848-built octagonal "Old Tower". It is a replica of the Riga lighthouse. You can also climb the tower and enjoy a magnificent view of the city from above.

The "Old Tower" is the landmark of the Papenburg Obenende and a remnant of the 1910 demolished Church of St. Michael. Visitors can climb the tower as part of registered tours. After 130 steps you have a wonderful view over the city of Papenburg. Built between 1848 and 1850 on the initiative and with the financial support of Papenburg captains / seamen without "official blessing", the octagonal "Old Tower" is a replica of the Riga lighthouse.
