The construction of an observation tower on the Hutungsberg was already planned in 1879/1880. In 1902, the Neugersdorf entrepreneur Julius Hoffmann and the Natural Science Association of Neugersdorf initiated the building in honor of Chancellor Otto von Bismarck, who died in 1898 and was revered primarily for his role in the founding of the Reich in 1871. Hoffmann donated 12,000 marks, the total construction costs were 20,000 marks.

The foundation stone was laid on April 6, 1904, and the inauguration took place on October 9, 1904.
The tower is 19.5 meters high, and anyone wishing to reach the top must climb 90 steps.
