According to the trail description, hikers can refresh themselves at this spring fed by the hillside; there's no "No Drinking Water" sign. The two benches are unfortunately heavily overgrown, but the water is indeed drinkable and wonderfully cool.
Update 2/26: The fountain and benches have been cleared. Thanks to increased rainfall this winter, a thick stream of water now gushes from the pipe, offering fresh water with a slightly iron-like taste.
