The council building is located on the shore of Lake Constance. The three-storey, massive stone building with hipped roof was built in 1388 as a warehouse for traveling and local merchants and served for almost 500 years as a trading center for goods at the port of Constance. During the Council of Constance, the conclave for the election of Pope Martin V took place in 1417 in this spacious building. It has been used since 1912 as a restaurant, ballroom and congress center.
