On September 18, 1968, the states of Lower Saxony and Bremen signed a state treaty to build three barriers. The Lesum barrage should be built at the same time as the Ochtum barrage (near Lemwerder-Altenesch) and the Hunt barrage (near Elsfleth), as the construction of a single barrage could have had a negative impact on the water levels in the other waters. Construction began in April 1971, the first lock gate was hung in at the end of 1971, the first construction stage was flooded at the end of 1972, the bridge structure was completed in March and the structure was completed by summer 1974.
