The listed district hall (Tonhallenstr. 5-7/corner of Klausenwall) was built in the neo-baroque style between 1906 and 1908 according to plans by the government architect Paul Kanold. It was the seat of the Minden-Lübbecke district administration until 1975 (move to the new building on Portastr.). It has been the seat of the Minden-Lübbecke municipal archives since 1985.

Today's municipal archive is a joint authority of the city of Minden and the Minden-Lübbecke district. Its historical predecessor, the Minden City Archive, has been located at various locations since the 13th century. Before that, it was located in a villa on Königsglacis (Königstr. 60, today the "Böhmerwald" inn), under very cramped conditions. In the monumental building of the former district hall, it found the space it needed for its documentation, which became increasingly extensive over time.

The historical holdings of the former city archive include 1,375 documents on parchment and paper, the oldest of which dates from 1232.
In addition, there are over 20 linear meters of official records of the city/district, files in over 100,000 volumes, picture collections and photo documentation of over 120,000 objects, poster collections of over 12,000 items, and much more. The archive in its entirety is, so to speak, the "historical memory" of the city and district administration.
