It was opened on October 28, 1981 and required the demolition of the city's town hall, which was built in 1930. The building closes off the central Skanderbeg Square in the northwest. The main façade is characterized by a large mosaic. In 2007, the building was declared a cultural monument.
The museum will be closed from 2024 to March 2028 for renovation work.
