The Bürgerpark is a green oasis near the city center and a much-used recreational area. The extensive area, which adjoins today's Bürgerweide behind the train station, is not a private park of former rulers that was opened to the public at some point, as is the case in many places, but a park initiated by the citizens themselves. At the beginning of the 19th century, the city's old fortifications had already been dismantled and the ramparts turned into a park landscape. But as the city grew rapidly over the course of the century, the call for more green spaces became louder and louder. The largest undeveloped municipal property in Bremen, the old Bürgerweide, was the perfect place for this. The almost treeless municipal pasture, which was originally around 450 hectares in size and on which the residents of Bremen had grazed their cattle for centuries, had increasingly lost importance until it was no longer used at all in 1864. This led to a citizens' initiative, from which the "Comité for the afforestation of the Bürgerweide" was founded in 1865.

After a one-year planning phase, construction of the "Volksgarten" according to the plans of Wilhelm Benque began in 1866 with the groundbreaking ceremony and the excavation of Lake Emma.

Initially, the city allocated 76 hectares to the committee for the park, but just seven years later another 60 hectares were added. In 1886, the construction of the Bürgerpark was largely completed with the paving of the bypass roads. In 1876, the Bürgerpark Association emerged from the committee, which still looks after the operation and maintenance of the park today. The association is financed largely through donations, so all buildings and park benches as well as many trees are donations from citizens and friends of the Bürgerpark. Since 1990, the Bürgerpark has been protected as a garden monument.
