The area's original establishment as a garden was by Joseph Moore in the early nineteenth century when local artwork was on display and visitors paid to enter. This included the 1861 Lincoln Exhibition which attracted 30,000 visitors! It was reopened as a public space along with the Usher Gallery in 1927 by HRH The Prince of Wales, designed by Sir Reginald Blomfield.

The area gets its name from the Temple that was built in the north of the gardens by Joseph Moore. The temple's reason is unknown but it is structurally a copy of the Greek Choragic Monument of Thrasyllus.
