Jean-Pierre Cluysenaar (1811-1880), architect of the royal Saint-Hubert Galleries, built a cast-iron kiosk in 1841, decorated on twelve sides. It was then placed on the site of the future fountain opposite the Parliament and moved five years later to a pedestal between the main road and the sloping road. The national holidays were celebrated there, and it became the Mecca of band music (harmony and fanfare orchestras). It was repainted and redecorated and is still located on a pedestal in a park.
