Jean-Pierre Cluysenaar (1811-1880), architect of the Royal Galeries Saint-Hubert, built a kiosk in cast iron in 1841, decorated on twelve sides. It was then placed on the site of the future fountain opposite the Parliament and moved five years later on a plinth between the main road and the sloping road. National holidays were celebrated there and it became the Mecca of band music (concert and fanfare orchestras). It was repainted and redecorated and is still on a plinth in a border.
