The National Theater of Kosovo was founded in Prizren in 1946 and was the first professional theater in Kosovo after World War II. In the beginning it was called the People's Provincial Theater and it was installed in the Partizan Sports Center. This object had a very small stage and did not meet the basic requirements for a place usable as a theater. The founders of the first professional theater in Kosovo were Pavle Vugrinac, Milan and Cica Petrovic, who gathered young talented actors willing to work for the theater and appointed Shefqet Musliu as their general director. After the 14 art lovers staff were completed, which delivered two premieres, People`s State Theater was officially established on October 7, 1945. The first official show released by this theater was called "The Sugar Ball" (Albanian: Topi i sheqerit") des Author's Glishiq, followed by 16 more successful premieres and two tours of Kosovo. In 1946 the theater was transferred to Pristina, where there was a work hiatus due to the construction of a new theater facility, while the theater's young actors spread out in search of employment in another active theatre. Two years later, on May 1, 1949, the Ministry of Education and Culture of Serbia announced the official rebirth of the theater.
