Around 600 BC, the Agora began to be developed as a public square. It wasn't until 500 BC that the Agora was formally demarcated by boundary stones. The horoi, erected at the entrances to the Agora, bore the inscription "ὅρος εἰμι τῆς ἀγορᾶς" (horos eimi tes agoras, "I am the boundary of the Agora"). The erection of the boundary stones was intended to prevent uncontrolled construction in the Agora. Criminals, conscientious objectors, and other people who were not welcome in the Agora were forbidden access.
