The tower itself is not open to the general public.
Next to the tower there is a large playground and many benches.

The Österbergturm * was originally inaugurated in July 1891 as the Kaiser Wilhelm Tower. In 1907 an open water tank was built next to the tower for drinking water supply.
In 1921-23, an advanced pumped storage plant was installed, which was connected to the Neckar power plant via pressure lines. This was the second or fourth such system built in Germany. By means of a high-pressure drop line back into the Neckar valley, the electricity was fed to a turbine that drove a generator to generate electricity. Even then, Tübingen was very progressive in terms of energy policy. (Data: storage volume: 7,000 cbm, power: 2x 200 kW)
1944: The reservoir is partially destroyed in a bomb attack and then no longer used. Now it is used as a mast for antennas and has only been open to the public on special request since the late 1990s.
