Correction to my entry from 10/26/20:
the vantage point is in Lise-Meitner-Park, which was created with its hilly landscape through the construction of the Elbe tunnel until 1975. The soil left by the dredging work was used for the terrain modeling.
The area was already an airfield and parade ground.

The Desy (German electron synchrotron) maintains various facilities here. I suspect the hill was created by earthworks at the Petra III particle accelerator facility. Anyway, if you stand on top of the hill you have a wonderful view.

This park was a waste product from the construction of the Elbe Tunnel in the period 1968-1975. The mined material served as modeling clay for this park and small hill. Lise Meitner was an Austrian-Swedish nuclear physicist and one of the first women to be successful in science.
