In 1885 citizens demanded a site for a public garden in the Dortmund area as a counterpart to the massive industrialization of nature. On the initiative of the Lütgendortmund bailiff Westermann, a 1.5-hectare site was purchased in 1898, but this was by no means sufficient.
In 1904, the idea of creating the Volksgarten was revived, and the community representatives spoke out in favor of creating a 6.5-hectare Volksgarten. Since the financing did not seem sufficiently secured, Harpener Bergbau AG was asked for financial assistance. Finally, in 1906, the district administrator of Lütgendortmund approved the construction of the public park. A Volksgarten management commission was formed and the project by landscape architect Martin Peters won the tender.
