The gilded eagle represents an imperial eagle. There is actually a copy on the market fountain with its two bronze bowls. The original is in the Goslar Museum. A popular photo motif.

The market fountain in Goslar is something special: it dates from the Romanesque period, the lower bronze bowl is even considered the largest bronze cast of the 12th century. The upper, smaller bowl dates from the 1st half of the 13th century. Both bowls are connected by a fountain column crowned by a (gold-plated) imperial eagle. The fountain is considered to be the largest and oldest Romanesque market fountain in Germany (Wikipedia)
