The mill is the landmark of St. Tönis. It once stood in front of the Niedertor and belonged to the Archbishop of Cologne in the Middle Ages. Today's mill is from 1770. It got its name from the Streuff family, who bought it after secularization.

In Tönisvorst, only this tower windmill, which is over 200 years old, bears witness to the more than 500-year-old local milling tradition. Built in 1769, it was in operation until 1945 and supplied the citizens with their daily flour. Over 300,000 bricks were needed to build the mill in front of what was then the Niedertor on the former Mühlenweg. Five millstones that were transported from Andernach via Neuss to St. Tönis did their job here. The owner was the Archbishop of Cologne as landowner and sovereign, who owned the mill rights and leased the building in return for appropriate taxes. A very profitable source of income for the sovereign at the time. Only when the French took over control of the left Lower Rhine did it come into private ownership. The Streuff family, who immigrated from the Netherlands, later acquired the tower windmill, which they ran for many decades and after which it is named.
War damage led to its closure in 1945. Wind and weather continued the work of destruction, so that there was a risk of demolition. Relief efforts by the owner, the local Gelderner Straße street community and the local association saved the building. In 1978, even the last mill builder in the Lower Rhine region tried to produce a new mill cap, which alone had 9,000 shingles. The new steel wing cross has a span of 23.14 meters and weighs six tons.
