        When enemy armies often besieged the town of Peine for long periods of time in the Middle Ages, daily bread was no longer guaranteed. Flour cannot be stored indefinitely, but grain can be stored indefinitely: it was therefore vital to have a mill within the walls. This is how Peine came to a council windmill, which was first mentioned as such in 1612, but was certainly there much earlier.

        The mill was leased and later sold. In 1849 it burned down and was then rebuilt as a Dutch mill. At the time, it was the largest mill of its kind in the Kingdom of Hanover and a landmark of the city, known as Töpfer's Mill (named after Hermann Töpfer, who bought the property in 1889).

        Later it was more profitable to grind with motor power. In addition, more and more construction was happening all around, so that the wind conditions worsened. Because the blades always had to move even when the engine was running, the miller saved energy by removing the blades. The wingless mill was no longer really suitable as a landmark. Töpfer eventually gave up the business. Further damage to the mill occurred in 1945 when an ammunition train exploded.

        Finally, the city bought the remaining substance and rebuilt the mill as part of the cultural and meeting center. It should be used as a youth center.
